At least annually, a registrar must present to the registrant the current Whois information, and remind the registrant that provision of false Whois information can be grounds for cancellation of their domain name registration. Registrants must review their Whois data, and make any corrections.

全世界では、登録ドメインの情報が正しく更新されていないケースが多いのではないかと思います。特に、医療機関が利用しているドメインは、一般利用者が安心できるよう「ドメイン登録者情報、管理担当者情報、技術担当者情報、経理担当者情報」の中で、最新のものを積極的に公開してほしいと思います（JPドメインでは Contact Information: [公開連絡窓口] 確認の上、JPドメイン名登録情報等の公開・開示に関する規則 準拠）。
大手レジストラによるスパムに対するゼロ・トレランス政策 zero tolerance spam policy にも賛同します。

日本のリセラーからのメールが何故、英文なのか？

　This WDRP email is coming from eNom which has a very large number of resellers.
eNomは大手のレジストラ domain name registrar で、domain reseller　ドメイン再販業者［リセラー］の数は約10万です。
